FIELD: road-building materials, more particularly construction of roads subjected to considerable deformations and atmospheric effects. SUBSTANCE: method comprises preparing composite binding material by combination of bitumen heated to 180-220 C till homogeneous mixture is formed with cold anticorrosion polyethylene film production waste, and composite binding material is then added to mineral mixture heated to 140-160 C and stirred till homogeneous concrete mixture is formed. Longer service life of bitumen-butyl rubber concrete is attained due improving hydroinsulating properties thereof and stability of strength characteristics under influence of contrast weather climatic conditions and also due to lowering manufacturing cost, energy and labor expenditure during process of manufacture, packing and service, thereof.
