FIELD: communication systems. SUBSTANCE: system has board computers installed on mobile objects. Every computer is connected to the corresponding mobile telephone unit through honeycomb communication radiotelephone channel and/or through honeycomb communication radiotelephone channel having connection to stationary cable telephone network. It is also connected to GPS receiver, alarm unit transducers, executive locking devices. Central control station is connected to all board computers through radio-communication channels for receiving and processing data coming from mobile objects and for sending commands to them. Guarding system for taking on and releasing objects from observation and a system for detecting object location are available in the system.
