FIELD: mechanical engineering. SUBSTANCE: tool has toothed casing conforming with wheel shape. Each tooth is provided with opening. Plates located in openings have spherical or wedge-shaped strengthening surface, and their bases are in contact with rubber shock-arsorbers (hydraulic sheet). Strengthening tool is adapted for free rotation on mandrel. During operation, radial force is applied to tool for introducing tool into zero meshing with wheel to be processed. Plates are caused to move under the action of applied force to bring teeth folds apart. As a result, the entire spherical part defined by teeth and plates surfaces uniformly strengthens the entire surface of slots. During operation, tool is movable along wheel teeth slots. Plates lateral offset which may occur is limited by supporting rings mounted at both ends of casing. Tool of such construction increases guarantee drive upon surface plastic deformation by 500,000 km, i.e. by 41% and, as a result, eliminates rolling stock downtime.
