FIELD: working fluid flow rate regulating equipment. SUBSTANCE: locking and regulating valve has casing with inlet and outlet branch pipes and locking device defining in conjunction with casing walls internal cavity connected with control device, which is connected to outlet branch pipe. Locking device is coupled at its side adjoining to internal cavity to stop rigidly coupled to rod positioned for reciprocation by drive. Locking device is equipped with compression spring positioned at its opposite side and provided with drive.
