FIELD: pulp-and-paper industry. SUBSTANCE: method involves grinding waste paper for reducing it to particles; placing paper particles in uniform layer for forming mat; spraying mat with water; compressing mat at pressure of at least 200 kg/sq.cm, preferably, 300-45.000 kg/sq.cm. Additional stage of placing second paper particle layer onto first particle layer may be provided after spraying stage and before compression stage. Apparatus has waste paper grinder 11 for reducing waste paper to particles; sprayer 15 for spraying mat with water; first distributing device for placing particle in uniform layer to form mat; compression device 17 for compressing mat. Second device 16 may be provided for placing second particle layer over first particle layer after spraying mat with water by means of device 15 and before compressing mat by means of compression device 17.
