SUBSTANCE: turbo-coding device incorporates bit stuffing unit designed for stuffing at least one predetermined bit into last position of data bit stream arriving at first composite coder and for stuffing at least one predetermined bit in last position of interleaved data bit stream arriving at second composite coder; first composite coder designed for coding data bits with predetermined built-in bits for generating first parity characters; interleaving unit intended for interleaving data bits with built-in predetermined bits; second composite coder designed for coding interleaved data bits for generating second parity characters; and multiplexer used for multiplexing output signals of bit stuffing unit, first composite code, and second composite code.
