SUBSTANCE: transmitting device proposed for mobile communication system has its coder designed to receive information bit stream in frame whose length is a multiple of desired value and to generate information symbol, first parity check symbol, and second parity check symbol by coding each information bit. Multiplier sequentially arranges information symbols, first and second parity check symbols in lines of matrix having integer number of lines and integer number of columns. Multiplier rearranges matrix columns according to given rule, then it outputs plurality of radio frames in stream by reading out symbols from top downwards for each line starting from extreme left- hand column to right-hand one, Each radio frame has preset size. Demultiplexer functions to demultiplex each radio frame received from multiplier in stream of information symbols, stream of first parity check symbols, and stream of second parity check symbols. Speed coordination unit ignores information symbol stream and pierces streams of first and second parity check symbols for speed coordination. In this way speed is coordinated separately with respect to information symbols and parity check symbols during their coding in transmitting device.
