FIELD: public services; services; road machinery. SUBSTANCE: proposed machine has frame mounted on base chassis and carrying working member 6 closed from top by protective casing 17. Working member 6 consists of horizontal shaft with disks and cutting plates rigidly secured on disk, plows 18 mounted from rear side of working member, and rollers 8 arranged behind plows in direction of movement for displacement in vertical plane. Holders 10 with cutters 11, brushes 12 and strikers 13 are mounted on shaft of working member 6 radially in plan on one straight line before rollers 8 in direction of movement, with coverage exceeding width of rollers. Distance from axis of horizontal shaft to working surface of striker 13 and brushes 12 is greater than distances from said shaft to corresponding cutting edges of disks and cutters 11 which are equal to each other.
