FIELD: power engineering, in particular, heliowind engineering. SUBSTANCE: the complex has helioabsorbing surfaces made in three successive power levels, a translucent heat-insulating coating on a flexible frame adopted to manufacture by a high-capacity industrial method, exhaust-air duct mounted on which is a wind turbine with an electric generator joined to it, and a high-power heat accumulator built according to a three-level principle by means of hollow cylindrical supports filled with heat-accumulating material, exothermic equipment and pool positioned under the translucent heat-insulating coating, all most accessible components of solar energy in environment are transformed and interact in a single multidimensional system, a polybranch agroindustrial production and a compact exothermic equipment are positioned in a closed translucent space of the complex. In addition the complex has four windguide walls orienting the flow of surface wind vertically upwards, in the axis of the exhaust air duct, through an auxiliary aerodynamic windwheel located in the upper outer part of the exhaust duct, the latter is coupled with the controlled auxiliary exhaust-air duct from the exhaust-air material corrugated in the horizontal sections, which rises to the vertical position over the base exhaust - air duct by means of the controllable lifting reservoir filled with light gas, with additional action on the value of its lift force through the controlled process of evaporation of evaporative liquid with the aid of the electric heaters built in the closed lifting reservoir. The power complex uses also a device for injection of free electrons to the flow of warm air passing through the controllable exhaust- air superstructure if it is lifted to a height sufficient for an essential effect on the process of aloud formation with the aid of stimulation of atmospheric precipitation. The new conception of creation of the complex makes it possible to considerably reduce the specific capital investments in the thermoelectric plant on the gas power raw material of the similar power and reduce the terms of capital investments. EFFECT: produced new system of ecologically pure power of the state significance with attraction of big free capitals for the purpose due to its rather quick self-repayment. 6 cl, 4 dwg
