FIELD: production of various types of documents protected from counterfeit. SUBSTANCE: method involves forming first paper web with protective strip of width exceeding 2 mm; embedding protective strip into web in the process of manufacturing web on round net cylinder after forming free access zones (windows) on face side of web on projecting members and simultaneously manufacturing fibrous underlayer making 35-50% by weight of first paper web; forming in parallel with first paper web second paper web free of protective strip and applying second paper web onto reverse side of first paper web; connecting paper webs for covering defects on reverse side of first paper web; pressing and drying resultant double-layer material. Projecting members are made water-impermeable. Additional protective member made in the form of water marks, protective fibers, confetti or combination thereof is introduced into first and/or second paper webs during forming thereof. Protective strip may have width of 2-20 mm and may be provided with additional protective member, such as printed and/or metallized and/or demetallized symbols, and/or optically variable effects, diffraction pictures, holograms, interference effects, and/or magnetic codes, and/or fluorescent substances. Windows may have regular or irregular geometric shape, combinations of windows of different shape and different spacing between windows may be used for improving protectiveness and paper design and, accordingly, quality of articles manufactured from such paper. EFFECT: increased protection of paper or document from counterfeit, improved physical and mechanical properties and strength of paper due to employment of elongated fibers. 8 cl, 1 dwg
