Proposed vehicle has three driving wheels, with front wheel 4 being furnished with steering column 25 with handlebar 26 installed for adjusting in length and locking at required of tilting. Telescopic frame is provided with release stop 12. Rear wheels 5 are installed on turnable levers 13. Telescopic frame and turnable levers 13 provide changing and fixing of wheel base. Seat adjuster 16 moves if along vehicle. Seat configuration adjuster 22 let user sit vertically with possibility of lowering footrests to contact with support surface at side of front wheel 4. Method of upstairs movement uses support of footrest on steps and change of wheel base at extreme front vertical position of chair with user in vertical position.
