SUBSTANCE: lottery apparatus has lottery tickets preparing and printing unit, record and playing data forming unit, winning tickets searching unit, first memory unit, lottery tickets data base control unit, lottery operator information input/output unit, data communication channel, timer, random numbers forming unit, and bank connected through two-way communication system with first interface. Output of lottery tickets preparing and printing unit is connected through two-way communication system to inputs of lottery tickets realization terminals. Second interface has two-way communication with second memory unit and data communication channel. Outputs of lottery tickets realization terminals are connected to second bank input, which is connected through two-way communication system with communication net subscribers. Lottery apparatus is further provided with communication unit, record unit, comparison unit, input signal blocking unit, programmable time interval generator, communication subscribers having two-way communication with communication unit, command forming unit, and information protection unit.
