FIELD: measurement technology, indirect measurement of dielectric permittivity between two conductive bodies forming measurement and reference sondes. SUBSTANCE: measuring device includes two current conducting bodies forming correspondingly measurement and reference sondes, power supply units capable of generation of constant voltage of controlled amplitude, stage of integrating measurement unit. Stage of integrating measurement unit has commutation system of commutation capacitor and control units for cyclic detection of aggregation of two sequences T1 and T2 with controlled frequency. During first sequence T1 power supply units are coupled to measurement sonde for application of electric field between measurement sonde and reference sonde and storage of electric charges in measurement sonde. In process of second sequence T2 power supply units are disconnected from measurement sonde and measurement sonde is connected to summing point of integrating measurement unit to send these electric charges into this stage and generation of electric signal characterizing dielectric permittivity between measurement sonde and reference sonde across its output.
