FIELD: oil production industry, particularly for oil well construction and repairing.

SUBSTANCE: device has body with radial channels, sockets, centralizer disposed in lower part and with packer means. Packer means includes elastic collar introduced between upper and lower rests, anchoring unit, shaft arranged inside body with radial channels and sockets. Locking balls are disposed in body sockets and in shaft sockets. Spring-loaded closure member is installed above radial channels from body periphery. Movable seat is located inside shaft. Body has longitudinal slots. Shaft in lower part thereof is connected with connection pipe which in turn is joined with pusher by shear members through longitudinal body slots. Pusher cooperates with rams of anchoring unit. Upper rest of packer means is motionless, lower rest of packer means is movably mounted relative body. Centralizer has split bushing arranged into centralizer and restrictive bushing is installed in split bushing. Restrictive and split bushings are connected one to another by shear members which also fix movable seat.

EFFECT: increased reliability of liner fixation in well, provision of necessary sealing gap between device and well wall, simplified production, assemblage and use.
