SUBSTANCE: proposed relay designed to perform both functions of frequency rising and reducing has frequency-dependent component, four threshold units, two OR gates, pulse counter, two final elements, clock generator, monostable multivibrator whose trigger input functions as frequency relay input, averaging filter, two short-pulse shapers, and RS flip-flop.

EFFECT: enlarged functional capabilities.
