SUBSTANCE: device has barrel with central channel, cone, collar, case with dies, lower piston fixed by shear element,, sub-piston hollow of which is connected to central channel of barrel, upper and lower sleeves, stop and shear valve, connected to lower portion of body, fixers of dies displacements and collar deformation, threaded bushing mounted in barrel, body bushing mounted coaxially on threaded bushing and connected to it by upper spring ring. Threaded bushing is provided with upper piston and slits in its upper portion, in upper sleeve response longitudinal grooves are mad for slits. In the cone lower spring ring is mounted, and in lower portion of body bushing a response ring groove for lower spring ring is made.
