SUBSTANCE: actuator comprises connected in series electropneumatic control device which is composed of end terminals, electropneumatic valves, gas flow regulators, reverse fluidic motor whose shaft is connected with the output shaft of the actuator through mechanical reduction gear provided with a handle doubling member, link-screw rotatable mechanism having housing , adjusting flange, screw, and device for damping kinetic energy of the movable parts of the actuator. The actuator is provided with devices for control of the maximum of the actuating momentum which are mounted in the passages for supplying gas from the electropneumatic control device to the rotor of the fluidic motor.
