SUBSTANCE: invention relates, in particular, to recultivation and recovery of soils and grounds, treatment of surface waters by using a biologically active composition. The biologically active composition comprises association of petroleum-oxidizing bacterial cultures, peat and complex mineral fertilizer stimulating growth and development of petroleum-oxidizing bacterial cultures. As association of petroleum-oxidizing bacterial cultures the composition comprises Pseudoamycolata halophobica VSB-753, Kibdelosporangium aridum VSB-754, Acinetobacter oleovorum VSB-712 and Rhodococcus erythropolis HX-7 taken in the volume ratio = 1:1:1:1, respectively, and in the following ratio of components, wt.-%: association of petroleum-oxidizing bacterial cultures, 1-3; complex mineral fertilizer stimulating growth and development of petroleum-oxidizing bacterial culture, 7-9, and peat, the balance. Invention provides purification of soil and water from petroleum under conditions of low positive temperatures being with the enhanced effectiveness.
