SUBSTANCE: momentum meter, containing base with bracket, on bearings of which shaft is positioned, containing base with bracket, in bearings of which shaft is positioned, connected to controlled torsion torque, and also measuring block with pendulum counterweight, contains movement limiter for aforementioned pendulum counterweight.

EFFECT: improved precision of measurements, more stable operation of momentum meter during measurement of torsion torque.
