SUBSTANCE: method comprises setting the cylindrical float with radial projections on the side in the cylindrical chamber of the housing with grooves, filling the space between them with viscous liquid, and providing neutral buoyancy of the float. The angular motion of the float at angular motion of the base is arrested by means an "electric spring". In the dynamical regime, the deviations are arrested so that to provide a specified oscillation factor due to the generation of the regime when the layer of liquid between the surfaces of the float and chamber housing are compressed.
