SUBSTANCE: device contains nineteen relators, each of which contains comparator, XOR element, locking or unlocking keys. All relators are grouped in six groups so, that i-numbered and sixth groups contain three or four relators, respectively.

EFFECT: increased speed of operation while preserving functional capabilities of prototype.
