SUBSTANCE: device comprises shaft provided with thread in front part thereof, adapter and reamer having front conical part passing into end cylindrical part. Device additionally has rolling means with eccentric bushings and conical rollers. The reamer and rolling means are serially arranged on shaft and fixedly connected with the shaft and with each other. Radius of end cylindrical reamer part is equal to distance between ground compaction edge of front conical roller and shaft axis measured along lower roller edge. Above radius is 15-20% less than distance between ground compaction edge of end conical roller and shaft axis defined along upper roller edge. End part of the shaft has expanded section adapted to receive bearing unit fixedly connected to adapter shaft.
