The device comprises asynchronous motor with phase rotor, control resistors connected to the rotor circuit and commutated by the contact or contactless devices, pickup of voltage of power supply source, pickup of voltage at the stage of control resistors of the rotor, pickup of speed of rotation of the motor, pickup of rotor current, and computing device.
