SUBSTANCE: identification card contains in-built memory for the storage of control data, an in-built transmitter - for reading biometric data in real time, a processor intended for the comparison of counted biometric data with written down control data within the limits of the set threshold and generating of the verifying message, including at least a part of counted biometric data and a part of control data, in case if the result of comparison is within the limits of the set threshold, and a means of transfer of the verifying message into the remote network of the control of the access for further additional checking. The method of control of recognition of the user consists in recording biometric data of the user, comparison of biometric data with the control data of the user, by transfer to the remote control system of the first message including at least a part of the recorded biometric data, recording of the information on the user from the first message and its comparison with earlier recorded ones for the given user in the remote control system of the information and transfer of the reciprocal message including the information about the right access.
