SUBSTANCE: invention relates to rocket engineering and can be used for launching rockets from open-center launching tube. The proposed device incorporates an open-center launching tube with an adapter coupled with the launcher fitted along the tube edges. The rocket-rotation device attaches the rocket to the launching tube. Note that the adapter side surface has lengthwise flow slots arranged all along the adapter edges and tangentially to is surface, towards the rocket rotation direction.

EFFECT: reduced dynamic oscillations of the launching tube and rocket on launching.
