FIELD: software.

SUBSTANCE: invention refers to automatics and computer facilities and can be used in program control systems for automatic data input to computer (C). The converter includes phase shifter (PS) (1), with one input and two outputs connected to zero separators (ZS) (2, 3, 4). The output of the second ZS (3) is connected to the inverse input of the first trigger (Tg) (9) with its output connected to the first input of the first match element (ME) (12) with its second input connected to the output of pulse generator (PG) (17). There are connected the forth ZS (5), three halvers (6, 7, 8), the third Tg (11), two delay elements (DE) (15, 16), one OR element (18), scale-of-three circuit (19) and the counter (C) (20). The third output of PS (1) is connected to the input of ZS (5), the outputs of ZS (2, 4, 5) are connected to the inputs of the halvers (6, 7, 8), the output of the halver (6) is connected to the direct inputs of Tg (9, 10, 11). The output of the halver (7) is connected to the inverse input of Tg (10), the output of the halver (8) is connected to the inverse input of Tg (11). The output of Tg (10) is connected to the first input of ME (13) with its second input connected to the output of DE (15). The input of the first DE (15) is connected to the output of PG (17). The output of Tg (11) is connected to the first input of ME (14) with its second input connected to the output of DE (16) with its input connected to the output of DE (15). The outputs of ME (12, 13, 14) are connected to the inputs of OR element (18). The output of OR element is connected to the input of the scale-of-three circuit (19) the output of which is connected to complementing input of C (20).
