The system forms a database of history and a state of set of events of location of the identified objects in territorial scale in the form of location data in time and states of the identified objects incoming on a system server from system operators/providers of services and-or from informing devices. The system gives to users a database access of history of events on level of tolerance with creation in size and-or in modes of tasks of informing of system users about approach and-or a place and-or time and-or the event object. Thus the system informing device automatically in the set interval defines in the various ways the location, activates a conversation with the system, receives commands from the system and-or transfers data of the determined format in the system. The mode of a disturbing signal of the device is executed under system command and-or the user and-or an activation resource.
