SUBSTANCE: inhibitor has a low box-type part fixed on low box-type part and covering plate, capsule holder enclosed by low box-type part, a die fixed on the plate, a cover for the die fixed by means of the gate and control element actuated by and interacting with at least one needle penetrating into capsule holder. The low box-type part, the plate, the die and the cover are pivotally connected with each other by the only hinge pivot. The control element is in the form of difunctional control element. When actuating the control element first time the gate comes off low basic part ensuring cover rotation in open position and capsule is punched while the second cover rotating in open position. The difunctional control element has a groove on its top inclined in such a way that being in the form of bevel it forms the glide face for the gate.
