SUBSTANCE: invention relates to communication engineering. The technical result is achieved due to that, in the selection module (206) device of the used subchannel there is a correspondence table between quality of reception of control signals divided into classes and the subchannel provided for these classes. In accordance with the correspondence table, the selection module (206) of the used subchannel selects a group of "КПРД" subchannels associated with the result of measuring quality of reception of control signals transmitted from a reception quality measuring module (205). One subchannel subject to use for transmitting an access request signal is selected from the selected group of subchannels.
EFFECT: prevention of conflicting situation due to access request signals simultaneously transmitted from communication terminal devices in a local cell, prevention of generation of an interfering signal in a neighbouring cell and improved transmission capacity in the local cell.
