In this device, when number N of repeated transfers, added by part (107) of reply determination, equals zero, part (108) for selection of subchannel to be used selects a subchannel among others, which demonstrates highest order from properties of subchannels reception added by part (106) for definition of reception quality, and then adds selected subchannel to part (113) of subchannel assignment. When added number N of repeated transfers equals one or more, part (107) for determination of reply selects a subchannel, which demonstrates quality of reception of N lower order compared to quality of reception of highest order, based on properties of reception of subchannels added with part (106) for determination of reception quality for pilot-signal received after transfer of the latest signal of access request, and then adds selected subchannel to part (113) for subchannel assignment.

EFFECT: reduction of time required to start communication, increasing throughput capacity of radio communication system.
