The device contains a hand-held body, a protective cap attached to the body with ability to rotate around its axis, and a switching element located within at least partially circular groove in the protective cap. The axis of rotation of the protective cap is made eccentrically relative to the protective cap groove, and the switching element has a circular outer contour.
EFFECT: invention ensures reliable prevention of intentional switching on the device.
