SUBSTANCE: base station has a module for controlling multicast transmission groups to which a mobile station belongs, a module for determining time for taking inter-frequency measurements during which the mobile station measures a signal whose frequency differs from the frequency of the cell in which the mobile station is located, and a data transmission module. The module for determining time assigns a single time for taking inter-frequency measurements to at least two mobile stations belonging to the same multicast transmission group. The transmission module transmits data of the mobile station which belongs to the multicast transmission group during a time interval which does not overlap with time for taking inter-frequency measurements.
