SUBSTANCE: base station according to the present invention has a scheduler which performs scheduling with fixed resource allocation for data transmission during given time intervals, and a scheduling information generating unit which generates scheduling information and transmits scheduling information to a given mobile station when performing scheduling with fixed resource allocation. Scheduling information includes resource allocation information which indicates a radio resource allocated to a given mobile station over given time intervals when scheduling with fixed resource allocation.
EFFECT: eliminating problems where, for each period of scheduling with fixed resource allocation, changing the resource allocated to a mobile station in a fixed manner is impossible.
