Specified technical result is achieved by the fact that the house comprises foundation with guides that protrude by height exceeding height of flooding, above-foundation part arranged autonomously from foundation, comprising metal pipes sliding along guides of foundation and being stands of frame-panel house, joined with beams, floor slabs, panels, at the same time above-foundation part has basement floor slabs and is equipped with a metal apron at the bottom, and walls and ceiling of which are arranged as tight, and guides of foundation are arranged in the form of metal hollow pipes of rectangular section, fixed on support elements of foundation arranged inside stands of above-foundation part of house. Beams of house are arranged in the form of metal and wood composite structures, and panels and boards are arranged as metal and wood. Metal apron is arranged as welded, sectional, if necessary, and is welded to pipes sliding along guides, and has a ceiling with convexity or convexities towards basement floor slabs, and is also equipped with stiffening ribs along its bottom. Metal apron has a device of pneumatic supercharge in the form of air balloon or pneumatic injection system that operates from power grid energised from outside.

EFFECT: reduced cost of manufacturing and installation of buildings exposed to flood, provision of strong fixed position of house along horizontal line.
