SUBSTANCE: invention relates to systems in which a television signal is transmitted over one or more parallel channels where the bandwidth of each channel is less than the spectrum width of the television channel, and can be used in video data encoding devices working in real time. The device for compensating for video data consists of series-connected time decorrelation unit, two-dimensional wavelet transformation unit, a unit for quantising transformation coefficients and an entropy encoding unit.
EFFECT: faster operation of the device by reducing computational complexity by using filtration in the time domain based on FIR filters and increasing the compression ratio by applying adaptive wavelet transformation in the time domain and providing efficient compensation through significant reduction of space-time redundancy of data owing to application of three-dimensional wavelet transformation.
