SUBSTANCE: during encoding the image is divided into two components, including a homogeneous component convenient for wavelet transform, which takes into account the illumination of the video scene by distant light sources, as well as a heterogeneous component convenient to represent the coefficients of the two-dimensional Fourier transform, which mainly characterizes uneven illumination caused by close light sources for the video scene, whereupon the homogeneous image component is represented by different matrices of corresponding reference signals and by the selected heterogeneous component, and encoded using wavelet transform, and the heterogeneous component is represented by matrices of coefficients and encoded on the basis of the two-dimensional Fourier transform.

EFFECT: increased compression coefficient of static digital video images with a slight decline in the quality of the decoded image, in relation to the images of small format with uneven outside illumination of the video scene containing a background object, the projection of which occupies a substantial display area.
