SUBSTANCE: apparatus has an input unit whose input is the input bus of the device comprising series-connected heterodyne and mixer, an amplitude limiter, a low-pass filter and an indicator. The device also includes series-connected differentiator, the input of which is connected to the output of the low-pass filter, a first squaring device, a first averager, a divider and a square-root extractor, the output of which is connected to the input of the indicator, series-connected second squaring device, the input of which is connected to the output of the low-pass filter, and a second averager whose output is connected to the second input of the divider. The input of the amplitude limiter is connected to the output of the input unit and the output to the second input of the mixer. The input of the low-pass filter is connected to the output of the mixer.

EFFECT: high measurement accuracy by reducing the effect of instability of processing channel parameters on measurement results.
