SUBSTANCE: in the scalable decoding device, an amplitude adjustment unit (1211) uses different adjustment coefficients in accordance with the characteristic of first level spectrum information to adjust the spectral amplitude of the decoded first level signal, and the decoded first level signal with adjusted spectral amplitude is transmitted to a pseudospectrum generation unit (1012). Using the decoded first level signal with the adjusted spectral amplitude received from the amplitude adjustment unit (1211), the pseudospectrum generation unit (1012) generates and transmits a high-frequency pseudospectraum to a scaling unit (1013). The scaling unit (1013) scales the spectrum received from the pseudospectrum generation unit (1012) and then transmits it to an adder (B).
EFFECT: obtaining a high-quality decoded signal with insignificant deterioration in the high-frequency range.
