SUBSTANCE: device includes new functional elements and actuating devices which enable to increase sensitivity of the device and obtain additional information on normal operation of the device and break-down of part or all of the detecting element. Disclosed is a new design of the detecting element, which enables to increase reliability, cut assembly time, increase service life of insulators, cut their number and the maintenance period.
