FIELD: information technology.
SUBSTANCE: navigation satellites (1) are at least partly controlled by at least three control satellites (from 3.1 to 3.3), lying at high orbits, inclined relative to the equator (E). Said high orbits intersect with the equatorial plane on an intersecting diametrical straight line (from 5.1 to 5.3) such that two external intersecting diametrical straight lines (5.2, 5.3) an angle on the longitude (2θ), equal to at least 90°.
EFFECT: design of a system for ground based position finding, which enables to cut the number of control satellites at high orbits.
