FIELD: construction.
SUBSTANCE: city planning and energy-saving complex includes buildings, structures, utilities, wind and solar plants and desalination plant. Complex is located under transparent spherical bow-shaped roof with outer surface facing sea; it is equipped with power generating stations in the form of towers located along city axis, solar plant located at surface of city roof, agricultural area located at leeward side, channel with cold fresh water located along city perimetre, controlled environment system in the form of channel and gas station connected to perforated air ducts located under city roof and open facilities for winter sports located outside buildings, at that potable water supply system is equipped with permanent source of cold fresh water in the form of man-made icebergs and surface watercourse; desalination plant is connected to environmental power generating sources and reservoir for water cooling and storage. Water channel is equipped with sections having different operating water temperature; park area has different autonomous sections with different climatic conditions at that lower part of power-generating plants is made as multi-storied building in city while upper part is made in the form of vertical partitions connected along perimetre and height by transversal guy wires, partitions facing sea are shifted in relation to diametric axes of wind generators at value of acute angle in clockwise and anticlockwise direction.
EFFECT: environment management, development of comfort conditions for population, power and heat supply of natural energy sources to citizens.
