SUBSTANCE: invention relates to the technical field of mobile communication, and is especially related to the method and the base station for allocation of special random access resources within a non-competition-based random access procedure. The method involves the following steps: the a base station allocates a special preamble of random access and a PRACH-channel, where it is located, and is assigned an allocation index of special random access resources, corresponding to the PRACH-channel mentioned, and sends a signal to the terminal with an index assigned and a special preamble of random access. A base station comprises allocation and sending modules.
EFFECT: reduced connection time of a terminal to a base station for a non-competition-based random access procedure, owing to effective use of random access special preambles.
