SUBSTANCE: tsunami hazard evaluation method is realised using a device having a housing with a dome-shaped cover and bottom, a base, a stiffener, a discharge shaft, an auxiliary connection, four sectors, input apertures, anemometers, an underwater communication cable, a radio buoy, a level gauge, an anchor, seabed, guy cables, an OR element, threshold units, a relay, a power supply unit, a multivibrator, a multivibrator relay, a resistor, a transmitter, a carrier frequency clock, a modulating code generator, a phase-shift modulator, a signalling key, a power amplifier, a transmitting antenna, an earth satellite transponder, a receiving antenna, a heterodyne, a mixer, an intermediate frequency amplifier, a phase-shift keyed signal detector (selector), spectrum analysers, a phase doubler, a comparator unit, a threshold unit, a delay line, an audio alarm, a switch, narrow-band filters, a phase detector, a recording unit, clocks, pseudorandom sequence generators, a frequency detector, a flip-flop and two-way balance switch.

EFFECT: high reliability of transmitting alarm information from radio buoys to a ground-based station through an earth satellite transponder using phase-shift keyed composite signals with pseudorandom tuning of the operating frequency and tsunami hazard evaluation by eliminating the phenomenon of second type sign ambiguity.
