SUBSTANCE: device contains a mains rectifier, an increaser voltage regulator consisting of an inductance, a switching transistor, a pulse-length modulator, a commutating diode, a storage capacitor, an output voltage divider, a reference voltage source, an error signal amplifier, an analogue multiplier, a current amplifier, a charge current sensor, as well as a newly introduced charge current regulation inertial assembly consisting of a voltage divider, a reference voltage source, an error signal amplifier, an optical transistor and a voltage comparator. The inertial assembly input and current output is connected to the regulator output and the current amplifier inverting input accordingly, the current amplifier non-inverting input connected to the analogue multiplier current output. Placed between the voltage regulator and the load is a regulable converter element. The inertial regulation assembly eliminates the pulse character of the analogue multiplier output signal and switches the current amplifier operation into the linear mode during action of a LF pulse load thus ensuring continuity and stability of both the storage capacitor charge current and input current consumed from the mains.

EFFECT: elimination of modulation of input current consumed from the mains and ensuring a high capacity factor.
