SUBSTANCE: invention provides a systematic method of laying out observation stations, equipment for recording parameters of adverse effects of chemical (toxic effect of hazardous chemicals) and the physical (ground shock, seismic explosion wave, extreme heating of the medium, thermal radiation) action of possible sources of emergency situations and a sound wave, any of the zones affected by a chemically hazardous object, taking into account weather conditions, the nature of the area and underlying surface to assist in decision making in order to localise or eliminate a possible emergency situation.

EFFECT: system of laying out observation points, which prevents breakthrough of a contaminated cloud between points, which determines coordinates and the nature of the possible source of an emergency situation, capable of confirming a possible event and determine parameters of propagation of the contaminated cloud.
