SUBSTANCE: basic station transfers control information of the first type in a downlink by means of an anchor component carrier, and control information of the third type in a downlink - by means of the primary component carrier; besides, with the help of control information of the first type in a downlink, information is transferred of one or more types from planning information of an upperlink, planning information of a downlink and control information of capacity level in an upperlink for a component carrier of control information of the first type in a downlink; with the help of control information of the third type in a downlink, information of indication of control information of the second type is transferred in a downlink, and with the help of control information of the second type in a downlink, planning information of an upper link and/or planning information of a downlink is transferred for one or more component carriers.

EFFECT: provision of a higher level of flexibility, compatibility and lower coefficient of bit errors, possibility to perform a procedure of blind detection less frequently, reduced volume of alarm data.
