SUBSTANCE: invention relates to field of construction and can be used in production of various products from early strength concrete and reinforced concrete and constructions from heavy and light concrete at enterprises of construction industry without application of thermal processing, as well as in monolithic construction. Complex organomineral modifier for concrete mixes and mortars, including silica-containing component and superplasticiser based on sodium polymethylene naphthalene sulfonates, additionally contains waste product of cement production - cement dust, which possesses hydration activity and waste product of sugar production - treacle, as additional plasticising additive and to stabilise formed calcium hydrosilicates, as silica-containing component used is microsilica with the following component ratio, wt.fr.: treacle 0.3-6, waste product of cement production - cement dust 51-88.3, superplasticiser based on sodium polymethylene naphthalene sulfonates 1.4-8, microsilica 10-35.

EFFECT: ensuring regulation of workability of early strength concrete mixes, stability of strength growth in time of early strength Portland cement concretes, reduction of time and/or temperature of hydrothermal concrete processing.
