SUBSTANCE: invention relates to handover operations control in wireless communication system. Invention incorporates various handover procedures to allow mobile device to prepare finite system via initial system to minimise particular changes required by initial system and/or finite system. For this initial system radio communication line is used for tunnelling of signalling messages with format understandable for destination location in finite system. Besides, fast handover between access systems can be facilitated by fitting a simple common tunnel between appropriate network nodes in initial and finite systems to process in-system mobility and to configure L2 tunnelling mechanism with the help of radio interface of every participant system technology.
