SUBSTANCE: system comprises: a unit for storing rules for accessing created encrypted files, a unit for automatic mark-up of created encrypted files, a unit for selecting and analysing access rules, wherein the first input of the unit for automatic mark-up of created encrypted files is connected to the first input of the access control unit, the second input is connected to the first output of the unit for selecting and analysing access rules, the third input is connected to the output of a unit for storing file attributes, the first output is connected to the first input of the unit for storing file attributes, the second output is connected to the second input of the unit for storing file attributes, the third output is connected to the first input of the unit for selecting and analysing access rules, the second input of which is connected to the output of the unit for storing rules for accessing the created encrypted files, the second output is connected to the second input of a unit for controlling encryption/decryption, the third output is connected to the second input of the unit for controlling access, the input of the unit for storing rules for accessing the created encrypted files is connected to the second input of the system.
