If it is determined that the difference between positions is small, the position of the current cutting is changed. Upon finding on the input image scratches cut from noise data with multiple drawings, when selecting the condition for successive application of scratches during a predetermined time interval, the difference of the position from the last position of insertion is estimated. If it is determined that the distance is great, the overlaying of scratches is considered invalid.

EFFECT: providing effects on digital video similar to film by overlaying two types of noise with different characteristics on a captured image.
